Transport Safety & Security Fund is a social organization aimed at direct participation and overall assistance to the state bodies and social associations in the implementation of programs and arrangements to provide security of the RF transport system and to bring it to conformity with international standards.

		The Russian Academy of Natural Sciences and the Academy of Geopolitics and Security Problems, with the help of active participation and assistance of Transport Safety & Security Fund began the work at a joint social-political project «Safety & Security problems of modern society». The RF Transport system includes
- motor transport,,
- air transport,
- railway transport,
- sea transport,
- inland water transport,
- pipeline transport.

Industrial transport and urban transport are also the transport system elements.
Transport provides acquisition of about 8% of GDP. 3,2 million people are employed in transport system which comes to 4,6% of working population.

The change of geopolitical situation and positioning of Russia in the world community make new requirements to transport as to the national security element.

When define the transport security it is necessary to take into consideration all kinds of threats:
of man-caused, natural and social character. The most common threat is man-caused. About 64% of different accidents and disasters happen because of technical faultinesses and defects.
Then threats of natural character come. Natural cataclysms cause about 32% of different transport accidents.
Human element - act of terrorism threatening transport security comes to 4% of the total volume of threats. One cannot ignore any of transport security constituents. It is necessary to be legislatively protected from all kinds of threats on the whole.

An essential increase of acts of terrorism directed to transport objects, carriers, passengers and staff has lately taken place. Such actions lead to human victims and cause great material damage. Nowadays when threats really exist security and anti-terrorism factor are extremely important as a guarantee of stable transport work.

As for now the problem of transport security provision can only be solved as package, with interaction of all interested departments and organizations, social bodies and mass media.

Transport security can be achieved by carrying out a common state policy in transport security provision, by a system of measures of economic, political, organizational and other character, which are adequate to threats to vitally important personal, social and state interests in transport sphere.

Bringing transport security of Russia up to international standards is a necessary condition for realization of transit potential of transport complex, for development of export-import services, for prevention and suppression of transport crimes, for raising to higher level of transport complex security and for strengthening Russia as a great power.
